This happens everywhere. Buffalo has a residency requirement, but they don't follow it. They find that they need to hire outside its boarders as well. Look at how many teachers live in Hanover, Sheridan, Fredonia…and they teach in Buffalo, Gowanda, Jamestown. Forestville picked somebody from another area. There are better candidates in the area, but the board failed to find one. Just like they fail to find teachers that live locally. Many board members don't have the confidence in local products, warranted or not, but we do have excellent candidates right here. I quit trying to help them out; I'd get a pay cut working for a rural district, and many experienced teachers don't want to go through the tenure process again. Look at the local board members that vote "No" on tenure just to oppose the tenure system, regardless of the candidates qualities.
