Not all of them, but many would. Remember everything is situational, and peer pressure can cause people to act complete different.

Could you imagine locking up all Japanese American's because of the actions of Japan? Or that US scientists would do any of the dozens of covert test done to US citizens involving various drugs, illnesses, biological agents, radiactive substances and/or psychological agents?

Oh how about all the crimes that take place in full view of dozens of other people who do nothing, or even egg on the assault (the gang rape of the teenage in Ohio that CNN has been reporting on comes to mind.)
