"Think of the economic activity that could bring to this region." The only economic activity tied to this upgrading is the upgrading itself -- Is the upgrading to be done with experienced skilled labor here, or contracting brought in? And when the upgrading completed, then what?
This isn't a sustainable "economic activity" of any sorts -- its a short-term, flash-in-pan stimulus package.

Even if this "miracle" happens Dunkirk won't be saved unless they stop the influx of welfare. Dunkirk becomes a bigger slum every day. No one would choose to live there.

Sound good...and I hope it turns out to be good news for the future. However I think it will be a CYA for the Commission and not amount to anything important. For Dunkirk's sake I hope I am wrong.
