Unpaid city water bills will become property tax liens

If you are a city of Dunkirk property owner with a water bill unpaid for two billing quarters or more, you might find that bill added to your property tax as a lien on your property....

Mr. Muscato. If this has been done for several years why now is it being published in the Observer? I think that although it is the law past mayors refused to do it to save face and get votes. By now the city should own quite a few homes in the city. Or is Dolce making this public to calm the residents before the big news hits the news.

rumblefish - - The city holds second position after any mortgage holder. If the property is sold and there's equity left after any mortgages or HELOCs, the city gets paid.

if no equity, the lien is discharged. If there's still money on the table, the city's lien is paid at settlement/closing.

you realize that if property is sent to auction for non-payment of taxes and late fees,new owner starts with a clean slate,so where is the advantage to add on a water bill to a tax bill that will be forgiven?

Gee I wonder how long this has been in the city code and why wasn't is enforced years ago? Could it be that the city is finally realizing that the coffin is being mailed shut and the city want's to postpone the enivitable?
