From the research I've done the "purebred license" is something of "bulk license" , an economic accommodation which may be issued to persons running a bonafide/recognized breeding operation, not a discount based on the fact that somebody simply owns multiple purebred dogs. In order to qualify for a purebred license the applicant's breeding operation 1st has to comply with local and state laws.
