So we are to assume that the individual whose court fines were paid came from income gained from private employment? Yet at the same time this person is to inept to manage their own finances and needs the government to do it for them? Does that seem logical? Maybe Ms.Shulyer doesnt understand the difference between public and private funds? If this person draws social security disability, those are public funds. May not be traditional "welfare", but certainly not the same as income derived from private employment. So who owes who an apology?

How much does it cost taxpayers to change the name from Department of Social Services to Health and Human Services ? What was the need for the name change?
