Several other sources report the incident taking place on Monday "night". Details in this article are very slim, however if it actually occurred after sundown, I think it's fair to assume that no sane rider would knowingly place herself in the center of the highway, with traffic coming from both ways, at such an hour. My hunch would be that the horse/rider were traveling more or less along the right shoulder of the road, when the eastbound vehicle moved left to pass it. At some point the horse suddenly bolted toward the centerline of the highway, maybe confused by headlights coming from both directions.

Just hope it was no one I know. I can't believe anyone would be riding in the center of the road. everone knows that pedestrians, bicycle riders and horses should stay on the shoulder area..only exception being 4 wheeled vehicles of any sort..including Amish buggies. I find it difficult to believe that any rider would be in the center area of the road..I agree with probably bolted from headlights. Tragic accident.
