It might be time for the city of Dunkirk to outsource its Community Development Block Grant program to Chautauqua Opportunities Inc. or Chautauqua Home Rehabilitation and Improvement Corp....

By the way..what ever happened to the YOUTHBUILD program?

One of the very best programs to teach young people real SKILLS in construction, mandated involvement in education, and modeled appropriate work behaviors.

The Department of Development has been a joke and a waste of money sincwe it's inception in 1977. We have seen nothing but stagnation, deterioration and poor management in the city with loss of industry, loss of population, loss of our youth, stagnation and deterioration. We simply lack the talent to lead the once proud city into the future. The only way to solve our problem would be a complete re-structuring of local government with centralized administration at the county level. The size and cost of government must be reduced and I might start by eliminating the Department of Development but of course, politics and friendships might stand in the way.

Get over it. Is that your position on people who abused the system and wrote bonus checks to themselves? Thousands and thousands of dollars worth?

Get over it. Is that your position on the FACT that there will be no more government funding unless the mess is cleaned up. And its a fact, unless the past situation is cleaned up and the money paid back, there will be no more government funding.

Get over it. Is that your position because it was a republican party that was in charge and you don't want to bring down the group that was stealing?

Get over it. Is that your position because those that were stealing are your family and friends?

When is the dunkirk observer going to do an in-depth analysis of what went on and what went wrong during the Frey administration. Its about time. The new director is just the messenger, don't shoot him because you don't like the message. He is doing a good job trying to clean up this mess.

we agree with taking the CDBG grant money control away from the incompetent city, but we also feel that the past indiscretions should not be sweep under the rug, if prosecution for past money mismanagement is in order, then by all means necessary do so, then we all can "get over it"

Captain.."...where is the investigative reporting..."

Same place it is on the gas well...the one that cost us about $500,000 and NO one seems to care.

Investigative reporting would mean thinking from all views, not just towing the party..tea that is...line.
