This is all part of NY is open for busineess. You see, a decline is actually an increase. as cronig pointed out that the local taxpayer did not pay all the bills, so the taxes and costs were cheap. some one else paid them ! I cant wait for another 7 years or so, the great decline will be so noticeable. No young, no jobs, just democrats and taxes. All of it will be proclaimed to be normal and great, like the NSA program !
