Offering incentives for new business does nothing to lessen the burden on old businesses. It's the typical New York State approach by throwing out a few crumbs to make voters believe the state has changed it's ways. Saturn Petcare very wisely did their homework prior to backing out of a bad deal. New York State is a miserable place to own a home or a business.
