City of Dunkirk budget numbers in the black

It was good news numbers wise for the city of Dunkirk as the city finished its 2012 budget year with all three of its operating funds ending on the plus side of the ledger for the second straight......

Getting lost in the article is the important fact that the City of Dunkirk OVERSPENT each budget for the 3 years mentioned by: 2010= $600,000 over budget 2011= $900,000 over budget 2010= $380,000 over budget So, since they overspent each of those budgets, could we have had MORE surplus? Are the past surpluses being spent on covering current/future budget overspending?

Either way, they overspent their budgets, and STILL ended up with a surplus, so were the taxpayers were overcharged? Or did the income/revenue exceeded expectations? And dont forget, all these years mentioned were budgets that were created by the "previous administration", the 2012 budget was created in 2011 by Frey, but obviously was managed in 2012 by Dolce since he started Jan 1, 2012....

if it looks like a duck ,walks like a duck, quacks and has tail feathers, then it's a duck, but past history has shown that what appears to be a duck, more often than not is in reality a goose when it comes to city government

Wait a minute. We should applaud them for this? That's their job - create a balanced budget. In fact, being in the black is just slightly better than being in the red. Which isn't really that great at all.

Reduce cost of services to the taxpayers. Reduce taxes. Reduce, reduce, reduce. This "city" has 12K residents and isn't getting any bigger. Time to do more with less and relieve us of the burden.

Well of course you are going to have a surplus when you keep increasing the cost of water and sewage. What good is a surplus going to do when the businesses that use this water close their doors. And that extra money? I am sure some off the wall project is going to be funded with it. Or the unions will have more firepower to demand raises. The smart thing would be to reduce water and sewage rates but when is the last time Dunkirk did something smart?

This is great news - a $1.2 million surplus. So, now we face the big question. Do we start hiring additional city employees or do we return the surplus to the taxpayers? Do we start handing our pay raises or do we return the money to the taxpayers? Given the history of Dunkirk I would bet that taxpayers are very low on the priority list. But then there is that NRG issue where the city stands to lose about $2 million annually. Maybe the prudent thing to do is nothing until the dust settles.

with this news we would only ask this one question, if the city is in the "black" will this story change come budget time?
