Committee changing way legislature handles budget

"At the ed of the day, I feel, Gee what did we do nickel and dime a few things" said Mr. Nazzaro. Therein lies the problem. The county needs to employ "zero base budgeting". As it stands local governments start with last years budget, add or subtract a few things and call it a new budget. With zero base, you start with the assumption that there are zero expenses. Now, you add the things that are REALLY NEEDED - one at a time, and leave off everything else. If you ask a department head they will tell you that EVERYTHING IS RALLY NEEDED. They do not speak or act from an unbiased position. Start with zero and watch how fast those expenditures go down.

Start with $85M in social services spending. Many would call this unnecessary but it is mandated by the state.
