Judeye: if a former employee of the city is the lead investigator in this matter isn't conflict of interests than what is, what's worst Frey hired her, and we doubt that he will be implicated in any of wrong doing, and the taxpayer takes the hit as always

The government is broke. Do you think that funding HUD is going to be at the top of the list. Dunkirk and its leaders need to wake up and quit depending on outside organizations for money. With a population of approx. 12,000 is it really that hard? You know the mayor is keeping a very low profile. Have the problems in the city forced him into hiding because he does not have the answers the people seek. BTW who is the mayor of the city? And why isn't the Observer asking questions that affect the taxpayer.

Some of the agencies who were awarded grants are still waiting for their money. What is taking so long?

Phil, Jill is a HIGHLY respected professional with the highest integrity. Her current job with HUD has nothing to do with local issues. To infer otherwise is untrue and unjust.

Translation of the mayors comments "WE WANT TO SWEEP THIS UNDER THE RUG AS QUICKLY AND QUIETLY AS POSSIBLE" after all he was on the council during most of it! If no criminal investigation is done it will be further proof that the taxpayer has no representation in government if we did all misappropriations of tax dollars would be investigated for criminal acts first!

"What took place or didn't take place is immaterial". HOGWASH! since when do we not hold people responsible for illegal activity? There is little or no doubt that there was inappropriate use of government funds and it was likely done in an illegal fashion. Can we really expect an unbiased decision when HUD official and former Dunkirk Development Director Jill Casey is influencing decisions? I predict there will be a slap on the wrist with absolutely no one held responsible except taxpayers who had nothing to do with the problem. Welcome to the world of corrupt government.
