I'll run the program for free on a Saturday afternoon. Just buy me a lunch and a 6-pack of beer. And I'll ensure the drugs get incinerated too.

I think this program is good except for the fact that there have been several stories of cops, nurses, doctors stealing medications for there own use or selling them. Why exactly do you need 5 police departments for a drug drop off? Bet they get paid overtime as well. Not necessary.
