You're correct about that "concerned", it won't detect illegal hookups where there's a trap involved, but it does provide a quick method of assessing part of the overall problem. In thinking about the time that I saw smoke being used, I now believe that they used some sort of a smoke producing machine that was placed over a manhole. The machine "injected" the smoke into the system, pressurizing it to some minor level. It was funny to watch to smoke rise up around the houses, often filling up backyards. The workers were taking pictures of the offending structures, I assume to serve as evidence of the illegal hookups..

Smoke bombs work well to show gutters illegally tied in but anything with a water trap ( basement floor drains) or check valve (sump pump) won't show up.

Some municipalities will place smoke bombs in the sanitary sewer mains on calm days. The smoke will often vent out of the roof gutter downspouts, revealing an illegal hookup. I don't know what type of bomb they use for that purpose but in the one instance where I saw it being done there was absolutely no problem in locating the illegal fixtures!

This is a common problem in every community in this country and a never ending battle the best weapon is huge fines.

Hooking up sump pumps illegally just shows the ignorance and stupidity of residents. They complain about the price of water but they do something stupid like illegal hook ups.

my friends in waste water would have sent in robot , fiber optic cameras in the sewers to track where the infiltration is taking place.they have gone door to door looking for sump pumps hooked up wrong in a known area. Little by little they would minimize the problem. You may not get rid of it all, but you can minimize it.
