NYS definitely needs to restore funding for SUNY. However, that being said, SUNY needs to take a long hard look at their Administrative positions (hint: THERE'S TOO MANY!!)and an even harder look at courses that fall into the category of "basket weaving" and have no business being offered. Even some of the degree's offered are of a similar nature. A 20% cut in expenses coupled with a 10% increase in state funding would be a huge help to many. SUNY has changed it's mission. The desire to provide a decent, quality education for middle class state residents has become a competition with large private colleges. That's wrong.
