Maybe a better solution would be for the state to reduce aid to localities. As long as Albany is subsidizing a poor structure of government there is no incentive to change.

Yes, much like the Millennium Highway, there's no doubt assistance for all local projects will boost the economy! Fredonia and Dunkirk have always had LOTS of water. You see any great development going on because of that?
