ARKWRIGHT - The Arkwright Town Board recently held its yearly organizational meeting. A number of short items were passed to enable the board to conduct business.
The board set its regular meeting date and time as the second Monday of each month at 7:30 p.m., except when there is a public hearing preceding the regular meeting. The public shall be allowed to comment at meetings at the end of new business. Persons who sign up to speak will be allowed to speak for a maximum of three minutes. Additional time will be granted if all the board agrees.
Concerning financial matters, the board adopted the same fiscal, investment, and purchasing policies as the board had adopted in the past. Evans Bank, Community Bank and M & T Bank were designated official depositories for the town. The town supervisor, who is fiscal officer for the town, was authorized to purchase certificates of deposit in amounts and duration at the highest rate then available. The board authorized the town bookkeeper to transfer monies and make deposits as needed, and the fiscal officer/bookkeeper to pay utility bills when due.
The supervisor will act on behalf of the board between meetings. The board authorized the adoption of the Shared Services Contract with county and local governments.
The board designated the OBSERVER as the official newspaper for the town, and the Town Hall was designated the official polling place for elections.
A number of items concerning compensation for expenses were set: mileage for persons on town business , 40-cents per mile; reimbursement to the Superintendent of Highways and the Code Enforcement Office for business use of their personal cell phones, $40 per month; compensation to members of the zoning board, $20 per meeting attended; and compensation to members of the Assessment Board of Appeals, $50 for each grievance day attended.
The Highway Superintendent was authorized to post town roads and to advertise to bid for purchase of necessary annual supplies for the highway department.
The Board set the following salaries on an annual basis unless noted:
Highway Superintendent: $38,475.95;
Deputy Highway Superintendent: employment rate plus 50-cents per hour;
Seasonal Highway Employees: 60-80 percent of current full-time employee rate as determined by the superintendent of highways;
Town Clerk: $5,789;
Town Justice: $3,300r;
Town Council: $1,000 ;
Registrar/Notary Public: $75
Budget Officer: $500;
Building & Zoning Officer: $4,800r;
Cemetery Caretaker: $1,650;
Dog Control Officer: $1,000;
Attorneys: Hourly rates billed up to $5,000;
Town Hall Custodian: $200r;
Court Officer: $10 an hour as needed;
Court Clerk: $9 an hour as needed;
