An investigation by Fredonia-based State Police has revealed that Ralph "Bucky" Phillips, 29, of Stockton allegedly was the driver of a stolen vehicle in a high speed chase on March 26. During the incident, a trooper reportedly observed a vehicle with a Kentucky license plate speeding along Route 20 near Ripley. The driver failed to stop upon command, rammed into the State Police vehicle and led the trooper on a chase at speeds around 100 mph over various Ripley side streets. It is also alleged Phillips swerved into oncoming traffic several times in an apparent attempt to involve the trooper in a head-on collision.
