Two resolutions related to water issues, one providing an answer to an existing problem and one looking at long-range answers for the area's water supplies, are among five resolutions Dunkirk's Common Council finds on its agenda when it meets Tuesday at 5:30 p.m. in City Hall.
The bid for the city's west end 12-inch water main cleaning and lining project will be awarded to Mainlining Service Inc. of Elma under 16-2013. According to the resolution, Mainlining's $536,678 bid was the lowest of four received and was chosen based on the review and recommendation of Department of Public Works Director Tony Gugino and Nussbaumer and Clarke Inc.
Resolution 13-2013 authorizes the city to be the lead applicant for Chadwick Bay Regional Development Corporation's application for $400,000 in 2013 Local Government Efficiency Grant Program funding. The city, towns of Dunkirk, Pomfret, Portland and Sheridan; along with the villages of Brocton and Fredonia are part of the CBRDC and are all co-applicants.
According to 12-2013, the CBRDC has passed a resolution in support of the grant application and will supply the matching 10 percent, or $40,000, required of the total grant. The state Department of State would provide the other $360,000.
The city will accept a $250,000 grant from the state's Division of Housing and Community Renewal under Resolution 14-2013. In January, council authorized Mayor Anthony J. Dolce to complete paperwork allowing the city to accept the grant from the New York State Office of Community Renewal. City officials have said the Coburn Block on Central Avenue, the site of Chautauqua Rural Ministries, would be the focus of the grant.
Complete Testing Services of Hamburg will be hired to administer the city's standard random selection drug testing program required for employees possessing a CDL license under 12-2013. According to the resolution, the DOT requires written reports regarding the city's compliance with the drug testing requirements. Neither the time frame nor the cost of the contract were included in the resolution.
Council will confirm its support for state legislation dealing with vacant, abandoned and foreclosed under 15-2013. According to the resolution, Assembly bills A.88 and A.824 would make it mandatory for lending institutions to provide appropriate contact information of parties responsible for such vacant structures and would require a good-faith effort in obtaining a foreclosure.
Communications include Mayor Anthony J. Dolce's letter informing council he has reappointed city resident John Mackowiak to the Planning Board. Mackowiak's term will run from Feb. 19 to Dec. 31, 2017.
Tim Wdowiasz, on behalf of the First Ward Falcon Club, submitted two letters. One is requesting the use of Promen-schenkel Stadium and School 7 softball fields on May 11 for its Early Bird Fast Pitch Softball Tournament. The second request is for the use of the stadium and Veterans Field on from July 19 to July 21 for the club's annual fastpitch softball tournament. Waiving of the stadium curfew and permission to operate a food stand in the stadium area is also requested.
