The State Education Department delivered a scathing report on its recent visits to the Dunkirk public school district. Among the findings: the hostile relationship between the teachers' union and the board of education is disrupting the entire educational program; stringent attendance policies result in an inordinate increase in dropout and retention rates; some schools lack a sense of purpose and display a climate of low expectations for students, especially those from lower socio-economic levels.
