CHAUTAUQUA COUNTY SHERIFF’S OFFICE

— HANOVER – Tara L. Forbes, 37, of Irving was charged Friday with driving while ability impaired, first-degree aggravated unlicensed operation, improper passing, improper turn without a signal and moving from lane unsafely following a traffic stop around 6:45 p.m. on Routes 5 and 20. It is alleged that she operated her vehicle while her ability was impaired from drugs. She will answer to the charge in Hanover Town Court at a later date.

JAMESTOWN POLICE

— Heather M. Brown, 34, of Jamestown, and Ashlee R. Rell, 36, of Florida, face charges after a traffic stop on Lakeview Avenue at 2:40 a.m. Tuesday. According to a police report, officers were patrolling in the area of Lakeview Avenue when they allegedly saw a gray four-door sedan commit a traffic infraction. Officers pulled the vehicle over and spoke with Brown and Rell. Officers allege Brown was in possession of a quantity of fentanyl packaged for sale, a quantity of methamphetamine, and a digital scale containing suspected narcotic residue. Officers then searched the vehicle, with Rell allegedly found in possession of a switchblade knife that is illegal to possess in New York state. Brown was charged with felony third-degree criminal possession of a controlled substance, felony fourth-degree criminal possession of a controlled substance, seventh-degree criminal possession of a controlled substance and second-degree criminal use of drug paraphernalia. Rell was charged with fourth-degree criminal possession of a weapon. Rell was released on an appearance ticket to be in Jamestown City Court later because her charge didn’t qualify for bail. Brown was taken to the city jail until she could be arraigned.

— Nicholas G. Sicurella Sr. of Jamestown was charged with third-degree criminal trespass and a quality of life summons to return to Jamestown City Court after officers responded to a condemned home on the south side of Jamestown at 8:30 p.m. Monday for a report of people trespassing. Officers found Nicholas G. Sicurella, no age given, inside. While clearing the residence to ensure no one else was inside, officers noted an overwhelming odor of animal feces and urine throughout the residence. There was a significant amount of feces and urine scattered all over and insects crawling everywhere. Police say the infestation and conditions were from Sicurella residing there unlawfully for a period of time and allowing his dog to defecate all over. The odor from the house was strong enough that nearby neighbors complained of smelling it while at their own residences. In addition to third-degree criminal trespass, Sicurella was charged with Jamestown Quality of Life Code Section 219-3 (A) SS 215-45 for the accumulation of animal feces/urine; creating unsanitary conditions. He was released from the Jamestown City jail and will be in court later.

— Shawn P. Clutter, 36, of Jamestown was charged with aggravated criminal contempt, third-degree assault and third-degree criminal contempt at 10:59 a.m. Tuesday after officers responded to a south side address for a reported domestic incident involving a woman. Clutter allegedly violated an order of protection to stay away from the woman, with officers determining Clutter had hit the woman the previous night causing bruising and swelling to her eye. Clutter was already wanted by officers for charges for another incident that occurred on Oct. 5 involving the same woman. Clutter was found at the scene and taken to the city jail until he could be arraigned.
